Microsoft 365 Copilot
Credits and cost: licence versus agentic spend
This page is educational. It explains how Microsoft described Copilot economics on 25 September 2026. It is not a quote for your bill, not a partner offer, and not a credit estimator. Confirm current rates and SKUs with Microsoft or your licensing partner.
A user subscription licence (USL) covers everyday AI at a fixed per-user cost: Copilot Chat and Copilot across Word, Excel, PowerPoint, Outlook and Teams; model selection; and Auto routing that weighs accuracy, speed and cost.
Usage-based billing (UBB) covers Cowork, Code, Autopilot, new long-running agentic capabilities, and frontier models such as Astra and Fable. You pay for the work done, not only for a seat.
Usage-based services stay off by default. Nobody can use Cowork, Code or Autopilot until an admin creates a spending policy. Too tight and people are locked out of valuable features. Too loose and variable spend has no ceiling.
FinOps for AI in the Microsoft 365 admin center (Copilot → Cost Management and related Agent 365 controls) supports budgets and caps, alerts and approvals, model-family limits, and visibility of credit use for users and admins. Coverage expands over time; Copilot Studio spend has historically lived in Power Platform admin experiences. There is not yet one dashboard for every Microsoft AI cost.
